Nanami is insane.
Wonderfully so, yes, but still, quite insane. Particularly she's paranoid. Correction, Paranoid.
Animals don't like her, and she suffers random violent attacks.
Girls mob and swarm over her brother, who is so magnificent that there couldn't exist a girl who doesn't want him.
She sees herself as being special and important enough to warrant mean and clever enemies- enemies who would see her killed, even though sheltered Nanami has surely done nothing to get herself that sort of attention.
And to top off her outrageous personality (and to allow her to better fit into the show), she imagines herself terribly in love with Touga.

She may be sheltered, inexperienced, naieve, and rather innocent, but she's cruel in the manner of a child. She totes around a seemingly loyal trio of hench-girls, who she bullies and uses to carry out actions she herself cannot do. She goes through some trouble to maintain a reputation of being nice and friendly, but she'll be openly rude to anyone who already knows otherwise. Nanami places alot of concern on public appearance and acceptance, for her, the ultimate tragedy for anyone should be a public shaming, and many of her schemes focus on that.
In particular she dislikes Anthy, who is the center of attention for most of the boys around Nanami.
And Nanami also has a dislike for Utena, who she sees as offensivly different, but most importantly, who has her brother's attention.

Nanami starts off as appearing to be a character as comical as Chu-Chu, however she does develop her own part in Ohtori's game of pain. If her exposure at the end of the SCArc or in the BRArc isn't tough enough for you, surely you will see it in the CarArc. Finally Nanami must confront her feelings for Touga, and the truth of them, in addition to some truths of the world. It's particulary difficult because of the honest naievity she has in the beginning, and the manner in which it gets destroyed.
All of her remembered life, she's been protected and loved by her brother, Touga. It's only natural that a young girl without any close friends, and lacking warm parents, should latch onto him. But as they got older, it got more akward for Touga to be close the same way to Nanami, he became well aware of sexuality long before Nanami gets a clue. Perhaps his pulling away even caused her to react as possessivly as he does. As Nanami hits adolesence, she's only aware that she loves Touga, and isn't really clear on the different types of love. She confuses her love with the love of a non-sister, and surely this isn't helped by her seeing Touga's zoo parade of conquests and admirers. For most of the series Nanami behaves as though she desires Touga sexually, but in my opinion, that's more confusion than anything like lust. The egg episode seems to highlight this particularly- in that episode its explicitly shown Nanami doesn't understand the human reproductive process, and seems to have *no idea* that sex exists. Yes, Nanami dreams of Touga as her prince, and is privately embrassed by vauge notions and feelings, but she dreams of being that eternally pure princess with a devoted and protective prince.
When Nanami overhears what she presumes Touga's opinions of her to be (basically she's pathetically needy), she runs away as only a pampered rich girl can- she begs shelter from her closest friends, which brings the attention of the Chairman. Akio proclaims it's against the rules for her to stay anywhere, except with him (and Anthy and Akio).
Seemingly by chance Nanami draws the opportunity to sleep in Anthy's bed, and 'accidently' walks in on Anthy and Akio on-the-couch. This is shocking to Nanami, who seems to have the little girl attitude of all sex being dirty. And to have it forcefully exhibited between brother and sister....let's just say Nanami never acutally got around to thinking about *that* with Touga. She's terribly disgusted by the possibility. All that's needed now Touga provides- he physically comes on to her, she reacts by violently pushing him away and being sick.
Personally I don't think Nanami's big problem was the incest, it was the sex. The incest bit was only extra, something along the lines of participating in such a nasty and shameful thing with her beloved icon.
