note- Ruka is *not* the unnamed, faceless boy from episode 7. Some fans have expressed confusion on this.

Ruka was the captain of the fencing team before he was forced to leave due to illness, which allowed that position to fall to Juri. Ruka was the one who taught Juri how to fence well, and it eventually becomes clear that he has strong feelings for her. It is because of his love and concern for her that he returns to the school when he does.
Ruka is either an honorary student council member, or (more likely) he was a member prior to leaving. He wears an SC uniform. He walks into a meeting, which seems to greatly displease Nanami. She probably knows him through Touga, but we can only guess what the established relationships are like. (unlike Nanami and Juri, Miki isn't familiar with Ruka)
Like Touga, Ruka seems to know alot more about the Ends of the World than anyone else- he's very confident in his actions. It also appears that he knew enough about the current situations to make some effective plans before he returned, and he carries them out rather coldly.
The early incident with Shiori and his sword initally appears accidental, but surely Ruka's locker was next to Juri's for a reason. Surely he knew Shiori wasn't settled on her relationship with Juri, and could often enough be found hanging around (secretly) by Juri's locker. Surely his locker door and sword were rigged, should his anticipated meeting with her go as he hoped. Without a doubt, Ruka knew who was in Juri's locket, and unquestionably, he must have been told of the situation between the two girls.
Ruka behaved in a manner worthy of Touga and Akio- he ruthlessly pushed and goaded Juri with her most painful and private emotions. Unlike Touga and Akio, however, Ruka does it at a serious risk to his life, and in this, he shows his own painful and private emotions. He wants desperately for Juri to be free from her feelings for Shiori, but only the viewer can decide if it was so she would be free to turn to him, or so she would be free for her own happiness.
