The Shadow Girls appear to be a loose group of a few girls, and they seem to have formed an informal performance group. They observe events on campus, without taking part themselves, and like to share their observations in cryptic gossip.
Even though they don't seem to be very involved with the other characters, they sure seem to know alot!

A-ko and B-ko like to perform togther, and C-ko is often alone, but she won't pass up any chance to disturb the other two.
E-ko and F-ko appear in the movie- those two are broadcasters!

With all seriousness, the Shadow Girls should be thought of along the lines of a Greek Chorus- don't dismiss them or misuderstand them. If you understand what they say, and how it relates to current events, you'll be that much closer to understanding the show!
